HOw to judge competition

Salaam Staff mainly,

I need to kno how we r going to decide judgement for competitions..currently the design competition..how shud I decide the winner..and for oncoming competitions what shud b the way?

I know it's a national language even to love Urdu bt I'm helpless as I cannot read or write Urdu..
